BACKGROUND:

The availability and use of bulk rock salt is necessary to meet the snow removal program goal of maintaining safe travel routes during and following snowstorms, as well as restoring mobility for the traveling public within a reasonable time frame following the cessation of storm conditions.

The annual salt use for an average winter is about 6,000 tons, with a minimum use of about 4,000 tons and a maximum use of about 7,000 tons. Currently, 2,000 tons are on-hand. The purchase of 4,000 tons will bring the stockpile to 6,000 tons.

FINANCIAL IMPACT: $323,600.00 will be paid from Salt Account 1013020-504422. 500 tons will be purchased in the 2022 budget at a total of $40,450.00. The remaining 3,500 tons will be purchased in the 2023 budget at a total of $283,150.00.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: Public Works will have the capability to better respond to snow removal and meet snow removal goals set in the 2022-2023 Snow Removal Plan.

IMPACT IF DENIED: Reject all bids and attempt to purchase rock salt on an as-needed basis, however, the city will be less prepared to meet the snow removal goals during continuous, frequent snowfalls. Potential for higher costs.

ALTERNATIVES: As Council directs.
