BACKGROUND: A new, modern roundabout will be built at the intersection of Alta Road and Radnor Road. This project has been in the planning stages for several years, and is scheduled to be included on the Illinois Department of Transportation's (IDOT's) April 28, 2017 letting (bid opening). Funding for the project includes a highway safety grant, an economic development grant, contributions from Peoria County and developers, and motor fuel tax revenues.

Construction for the new, modern roundabout will begin in June, 2017, and, weather permitting, the project should be substantially completed by December 15, 2017. Some minor items, such as landscaping, will be completed in spring, 2018.

The subject parcel has been appraised, and the negotiations have resulted in an agreement for the purchase of 0.74 acres of land and the temporary easement of 0.097 acres of land in the total amount of $17,200.00. The property is owned by the Mr. Robert C. Wiesehan and farmed by a tenant. The tenant has already planted some early crops on the land to be acquired, and the owner has requested that fair compensation be offered for the crops. To meet our project deadlines with IDOT, we must have approval of right-of-way (ROW) purchases by March 15, 2017. Therefore, staff will negotiate the crop loss value and add it to the total compensation when agreement is reached. The amount is anticipated to be minor compared to the land purchase price.
