BACKGROUND: The subject land is a City alley, and the adjacent property owners have expressed an interest in redevelopment. Vacation of the alley will allow for the creation of a larger, potential redevelopment site.

Knoxville Avenue is controlled by the Illinois Department of Transportation (IDOT). IDOT has indicated that, upon vacation, the existing alley access along Knoxville Avenue must be immediately closed off with full height curb and gutter, or rebuilt to meet IDOT commercial driveway standards, at the new owners' expense. This work will require a permit from IDOT. The adjacent property owners and their team are aware of this requirement and wish to proceed with the vacation request.

FINANCIAL IMPACT: None.

NEIGHBORHOOD CONCERNS: No City Department representatives or utility company representatives objected to the vacation of this land. One utility requested that the overall utility easement be reserved, and this language is incorporated into the attached ordinance.

IMPACT IF APPROVED: The alley will be vacated, and the adjacent land will accommodate a larger, potential redevelopment site.

IMPACT IF DENIED: The alley will remain as City right-of-way.
