Communication from the City Manager and Director of Public Works with a Request to APPROVE a RESOLUTION of PROPOSED MATCH FUNDING for Surface Transportation Block Grant Funds (STBG), State Fiscal Years 2025 and 2026, for NORTHMOOR ROAD AND UNIVERSITY STREET INTERSECTION; the Federal Funding Requested will be $3,920,000.00, with a Local Match for Construction No Less than $1,680,000.00. (Council Districts 2, 3, 4, and 5)

BACKGROUND: The Peoria-Pekin Urbanized Area Transportation Study (PPUATS) is a coalition of surrounding communities that comprise the federally mandated Municipal Planning Organization for the Peoria Metropolitan Area. The PPUATS group will receive Surface Transportation Block Grant (STBG) federal funds for roadway reconstruction in State Fiscal Years 2025 and 2026.
The City has put forth an application for these federal funds for Northmoor Road & University Street intersection reconstruction.
This resolution is required in the grant application package to ensure that the local community will approve the projects to be considered for federal funds and must be submitted to PPUATS by May 18th, but it does not require the local community to allocate the funds unless the projects are selected for approval. The Federal Funding requested will be $3,920,000.00, with a Local Match for construction no less than $1,680,000.00. Engineering and land acquisition costs, which are not STBG eligible, will be an additional $1,415,000.00 of local funds.
Projects will be scored based on safety, traffic volumes, multi-modal capabilities, sustainability, and regional significance.
In addition to these applications, Peoria County will be applying for a section of Sheridan Road between Glen Avenue and Northmoor Road.
