Communication from the City Manager and Director of Community Development with a Request to APPROVE the Funding Recommendations from the COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC SERVICES COMMISSION for the Non-Profit Capital Program.
Body
BACKGROUND: As part of the 2022-2023 biannual budget, funding from the American Rescue Plan and CDBG funds were allocated to the Non-Profit Capital Program. On January 26, 2022, the parameters of this program were presented to City Council (Item # 22-041).

A total of eighteen applications were received and reviewed by the CDBG Public Service Advisory Commission. Commissioners scored the applications and used the average score as a basis to begin the funding discussion. A detailed discussion was had regarding the applications until a unanimous vote by the Commission for the attached funding recommendations. The meeting minutes that outline the detailed discussion are also included.

The Commission recommendation is to fund the following organizations for a total of $448,912 - Heartland Health Services, Peoria Friendship House, Peoria Citizens Community for Economic Opportunity, Inc., East Bluff Community Center, Minority Business Development Center, and George Washington Carver Center. (Funding breakdown is attached under Funding Recommendation column.)


FINANCIAL IMPACT: $448,912 in ARPA funds and CDBG funds would be spent on the selected projects.

NEIGHBORHOOD CONCERNS: The program responds to concerns by providing capital funds for needed improvements to non-profit facilities within Peoria. Commission meetings are open to the public.

IMPACT IF APPROVED: Staff will move forward in providing grants to the recommended organizations.

IMPACT IF DENIED: Staff will not forward in providing grants to the recommended organizations.

ALTERNATIVES: None at this time.
