Communication from the City Manager and Director of Public Works Requesting the Following:
A. APPROVE a LOCAL AGENCY AGREEMENT for the JURISDICTIONAL TRANSFER of NORTHMOOR ROAD from University Street to Illinois Route 40 (Knoxville Avenue) from the County Highway System to the Municipal Street System; and,
B. ADOPT an ORDINANCE Providing for the TRANSFER of a Portion of NORTHMOOR ROAD From University Street to Illinois Route 40 (Knoxville Avenue) From the County Highway System to the Municipal Street System. (Council Districts 3 & 4)

BACKGROUND: Peoria County and the City of Peoria entered into an Intergovernmental Agreement on July 8, 2010 for the funding and transfer of jurisdiction of the reconstructed Northmoor Road between University Street and Knoxville Avenue. A copy of that Agreement is attached. The County's funding share of the roadway reconstruction and engineering was $1,068,775.94.
The improvement of Northmoor Road, between Knoxville Avenue and Allen Road, is a multi-phase project. To-date, the improvement has been completed to University Street. On December 8th, the Peoria County Board unanimously approved a Resolution to jurisdictionally transfer Northmoor between Knoxville and University to the City. The attached City Ordinance allows for the transfer of this segment immediately upon approval by the Illinois Department of Transportation.
Attachments to this communication include funding Agreement #10-220-A, the proposed Ordinance, IDOT form BLR 05212 "Local Agency Agreement for Jurisdictional Transfer," location map, and the December 8, 2016 Peoria County Resolution approving this transfer.
FINANCIAL IMPACT: The City will take over maintenance of this section of Northmoor Road.
NEIGHBORHOOD CONCERNS: The transfer of ownership from County to City will not affect the neighborhoods.
IMPACT IF APPROVED: The City will take jurisdiction and maintenance of the subject roadway.
