Communication from the City Manager and Director of Human Resources with a Request to Authorize the City Manager to EXECUTE the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and the UNITED ASSOCIATION OF STEAMFITTERS LOCAL UNION 353 from December 1, 2022, through November 30, 2025.

BACKGROUND: Representatives of the City of Peoria and the United Association of Steamfitters began negotiations of a successor contract on August 18, 2022. The parties reached a tentative agreement on September 1, 2022. The union only represents one (1) employee in the City.

The major provisions of the Agreement include:
* Term of the Agreement - 3 years
* December 1, 2022 - 2% general wage increase.
* December 1, 2023 - 2% general wage increase.
* December 1, 2024 - 2% general wage increase.
* The City agrees to provide each employee covered by this agreement a bonus of six hundred twenty-five dollars ($625.00). This bonus is to be paid in the month of December each year.
* The City agrees to increase the retiree health savings contribution for each employee covered by this agreement from ten dollars ($10.00) to twenty dollars ($20.00) per pay.


FINANCIAL IMPACT: Funding for increase is allocated in current budget.

NEIGHBORHOOD CONCERNS: Not applicable

IMPACT IF APPROVED: Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability.

IMPACT IF DENIED: No agreement with the labor union would exist. Additional negotiations would ensue. Potential for a work stoppage to occur.
