BACKGROUND: ADAMS OUTDOOR ADVERTISING LIMITED PARTNERSHIP has filed a complaint against the City of Peoria and the City of Peoria Zoning Board of Appeals in the Circuit Court of Peoria County. Plaintiff alleges that the City’s Development Code is unconstitutional. Plaintiff additionally alleges the Zoning Board of Appeals decision to deny Plaintiff’s appeal of City Zoning Administrator’s decision was against the manifest weight of the evidence.
