A. APPROVE a CONTRACT with STANTEC CONSULTING, INC. for the Implementation of the US Environmental Protection Agency Brownfield Assessment Grant; and

B. ADOPT an ORDINANCE Amending the City of Peoria 2019 REVISED ANNUAL BUDGET Relating to the Capital Fund to Recognize the Receipt of Grant Funding Provided By the US Environmental Protection Agency Brownfield Assessment Grant and Corresponding Expenditures, in the Amount of $300,000.00.

BACKGROUND: In January of 2019, the Community Development Department submitted an application to the US Environmental Protection Agency for a Brownfield Assessment Grant. This grant provides funding to conduct required environmental studies on properties that are thought to have environmental contamination based on the previous use of the property, such as gas stations or car repair locations. These studies identify if any environmental contamination exists and if remediation is needed, which would assist with any future development at the properties.

After the City was notified of the $300,000.00 award in the Competitive Grant Program, the Community Development Department released a Request For Qualifications (RFQ) for contractors qualified to carry out the grant requirements, including environmental testing and reporting. We received responses from five firms.

The proposals were evaluated by four City staff members according to the following criteria:

* Experience with City of Peoria
* Grasp of Project Requirements
* Project Management
* References
* Cost of Service
* MBE/WBE Consultant
