JAMES STREET to NORTH ORANGE STREET a One-Way Alley with Traffic Flowing from West St. James Street to North Orange Street (South and West).

BACKGROUND: The City of Peoria received a request from the Cottage District Neighborhood Collaborative/Moss Bradley Residential Association to change the traffic pattern of the alley that runs between St. James and Orange Street. The request is to change the alley from two-way traffic to one-way running south and west (from St. James Street to Orange Street).

Reasons for changing this alley to one-way include:
* Speeding traffic in the alley disobeying the posted stop signs.
* The alley is not wide enough to accommodate two-way traffic.
* The sight lines at the St. James end of the alley makes exiting the alley in that direction dangerous for pedestrians and vehicles on St. James.

This request was discussed at the April meeting of the City's Transportation Commission, with representatives from the neighborhood in attendants. The Transportation Commission voted to recommend the one-way conversion of this alley to City Council.

The proposed change will permanently convert the alley between W. St. James Street and N. Orange Street one-way alley heading south and west, from St. James Street to Orange Street. Upon approval of this ordinance City staff will change the traffic pattern with sign corrections

FINANCIAL IMPACT: Financial impact will be minimal. An estimated $500 in material and labor will be required to establish the proper signage for the one-way operation. This expense will come out of existing operating funds.

NEIGHBORHOOD CONCERNS: The Moss Bradley Neighborhood Association, which represents this area, voted to make this recommendation. The request was discussed...
