BACKGROUND: Oak Cliff Court is the only road leading into and out of a residential area. The two 96 inch corrugated metal pipes are in poor condition and are failing, and the slopes in the creek near the pipe are eroding. The slope erosion is causing the edge of the road to erode and fail.

The proposed project consists of inserting liners into the two 96 inch culverts, constructing a cast-in-place reinforced concrete headwall, installing riprap to armor the portions of the creek immediately upstream and downstream of the culverts, adding a gravel shoulder to the road and other miscellaneous improvements.

The project was budgeted in 2018. Design started in 2018, but construction has been delayed until 2019 due to issues with acquiring the right of way and easements needed for the project.

Bids were received and opened on May 23, 2019 with 2 bidders submitting, as below:

Stark is a local business that has successfully performed work for the City in the past. The project is small and most of the work is installing the culvert liners. This means there are not many opportunities for subcontracting work. The Good Faith Efforts documentation submitted by Stark were reviewed and approved. The Company will utilize 0.21% WBE's for traffic control, 5.08% for guardrail and will make a good faith effort to reach the 18% minority utilization and 3% female utilization for workforce hours on the project.
