Communication from the City Manager and the Director of Public Works with a Request for the Following: [District 5]
A. APPROVE a RESOLUTION Designating TOWNLINE ROAD (Allen Road to University Street) and ALLEN ROAD (Route 6 to Townline Road) as CLASS II TRUCK ROUTES;
B. ADOPT an ORDINANCE Amending the City of Peoria CAPITAL FUND BUDGET for the Fiscal Year 2014 to Recognize the Receipt of TRUCK ACCESS ROUTE PROGRAM (TARP) Funds from the Illinois Department of Transportation, in the Amount of $40,500.00, for the TOWNLINE ROAD CONSTRUCTION PROJECT and the Correlating Increase in Project Expense;
C. AWARD an Additional $40,500.00 of TRUCK ACCESS ROUTE PROGRAM Funds to the TOWNLINE ROAD RECONSTRUCTION PROJECT as Additional Contract Contingencies (Refer to Item #14-254); and
D. APPROVE the TRUCK ACCESS ROUTE PROGRAM AGREEMENT, in the Amount of $40,500.00, for Construction for TOWNLINE ROAD, for a Total Project Authorization in the Amount of $1,280,500.00.

BACKGROUND:
A. As to Item A above, Public Works Staff submitted a request for funds from IDOT'S FY 2014 Truck Access Route Program (TARP). IDOT notified the City that a total of $67,500 would be awarded if the segment of Townline Road from Allen Road to University Street, would be improved and the City Council would adopt a Resolution to upgrade Townline's designation to a Class II Truck Route. The current classification of Allen Road and Townline Road allows for a 73,280 pound vehicle. A Class II Truck Route will permit 80,000 lb vehicles to access the roadway. The designation of the truck route must start and terminate at State-recognized routes. For the Townline Road designation request, the truck route will start at the eastbound ramp terminal to IL Route 6, run south on Allen Road, go east on Townline Road, and terminate onto University Street (FAU 6593).
