Communication from the City Manager and Corporation Counsel with a Request to APPROVE and AUTHORIZE the City Manager to Extend the COLLECTIVE BARGAINING AGREEMENT Between the City of Peoria and the AFSCME, LOCAL 3464 for January 1, 2023 through December 31, 2025

BACKGROUND: City of Peoria staff and the Union have been negotiating a successor agreement. The parties reached a tentative agreement on a successor contract on January 9, 2023. The Union membership is set for a ratification vote on January 23, 2023. The major provisions of the Agreement include:

* Term of Agreement - 3 years (January 1, 2023 - December 31, 2025)
* Revisions to the discipline imposed for random drug testing, testing levels and a re-opener on random drug testing if Cannabis is removed from the federal Controlled Substances Act
* Employees hired after January 1, 2023 must live within the City of Peoria
o City Manager may grant waivers for excessive vacancies/operational needs
* Revisions to vacation and sick leave accrual to reflect bi-weekly pay periods
* Elimination of Advanced Deposits for vacation purposes
* Adjustment to sick leave donation to be hour-per-hour
* Bilingual pay incentive when skills in a second language are necessary
* General Wage Increase - 2.25% in year one, 2.25% in year two, 2.25% in year three
* $2,500 signing bonus paid upon execution of the agreement
* $2,500 signing bonus paid upon execution of the agreement but must be repaid, pro rata, if employee leaves before December 31, 2023
* Step increases reinstituted
* Employees hired after January 1, 2023 are not eligible for longevity pay

FINANCIAL IMPACT: $1,289,516 in pay due to contract provisions

IMPACT IF DENIED: No agreement with AFSCME Local 3464 will exist. Additional negotiations will ensue.
