BACKGROUND: The State of Illinois (IDOT), in order to facilitate the free flow of traffic and ensure safety to the motoring public, is desirous of improving approximately 1.1 miles of Adams Street and Jefferson Street (IL Route 29), by milling and resurfacing the roadway and parking lanes (See attached Location Map). The City's participation in this project would be for 50% of the costs for milling and resurfacing of the parking lanes and miscellaneous signal upgrades. The City is desirous of said improvements and recognizes the immediate benefit to the motoring public and permanent in nature.

IDOT has agreed to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction, and cause the improvement to be built in accordance with the plans, and specifications of the contract. They have also agreed to pay for all right-of-way, construction and engineering costs, including the cost of railroad adjustments if necessary subject to reimbursement by the City, as stipulated.

There are two areas of costs where the City provides partial funding for this project. Please note that all costs are estimated. The City will be responsible for actual costs of construction, except for traffic signal amounts, which may total up to 125% of the estimated amount.
