BACKGROUND: Public Works reviewed streets throughout the city and identified Nebraska Avenue between the I-74 bridge and University as a candidate for mill and overlay. Mill and overlay means that the existing asphalt pavement will be removed and new asphalt pavement will be placed. The existing hot-mix asphalt pavement has a PCI of 30. The driving lane pavement includes 3" of hot-mix asphalt over a concrete base. All the asphalt will be removed and replaced.

The reconstruction of concrete portion of Nebraska Avenue from Sterling Avenue to the I-74 bridge will be a separate project.

The plans and specifications were prepared by Hanson Professional Services Inc. The Advertisement for Bids for this project was published in the Peoria Journal Star and on the City's website. Public Works opened Bids on March 23, 2023, with 1 bid received.

R.A. CULLINAN is a local business that has successfully performed work for the city in the past.

The subcontractor utilization statement submitted by the R. A. Cullinan proposes that the company will be utilizing the following:
* MBE subcontractors: Lizz Trucking for trucking 0.34% of the total contract amount The City's MBE goal is 10%.
* WBE subcontractors: C and G Concrete Construction for Curb and gutter work (1.47%), JD Traffic, Inc. for traffic control materials and layout (1.88%), and Rob Johnson Trucking for trucking (0.34%) for a total of 3.69% of the total contract amount The City's WBE goal is 5%.
