Communication from the City Manager and Interim Chief of Police Regarding Body-Worn Cameras with a Request for the Following:

A. APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the PEORIA COUNTY SHERIFF AND COUNTY OF PEORIA;

B. APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the CITY OF EAST PEORIA; and

C. APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the PEORIA PARK DISTRICT.

Body
BACKGROUND: The City of Peoria has entered into a contract with VieVu, LLC, a limited liability organized under the laws of the State of Washington, to provide a body worn camera solution for the above listed agencies and the City of Peoria for a period of 5 years.

On October 10, 2017, City Council approved the acceptance of the FY 2017 Body-Worn Camera Policy and Implementation Program grant award from the Department of Justice (DOJ) and Bureau of Justice Assistance (BJA), in the amount of $253,005.00 (Award No. 2017-BC-BX-0034). The award is the result of a collaborative effort by the Peoria Police Department, Peoria County Sheriff's Office, East Peoria Police Department, and Peoria Park District Police; whereas, collectively, the City of Peoria and partnering jurisdictions will be required to match funding in the amount $256,390.00.

On August 28, 2018 the Peoria City Council approved a 5 year agreement for a complete Body Worn Camera solution including all hardware, software, storage, and redaction with VieVu LLC., Simply Group LLC, CDW-Government, Dell, and Cubic Mission Systems.

Previously, the Peoria Park District, the Peoria County Sheriff, the County of Peoria, and the City of East Peoria each approved an Intergovernmental Agreement with the City of Peoria regarding the above mentioned award. See attached agreements.
