Communication from the City Manager and Community Development Director with a Request to Approve the Donation of Vacant Lots to HABITAT FOR HUMANITY GREATER PEORIA AREA for the Construction of Four (4) New, Affordable, Single-Family, Owner-Occupied Homes Located at 1019, 1021 and 1023 NE MONROE STREET. (Council District 1)

BACKGROUND: Habitat for Humanity submitted a Community Housing Development Organization (CHDO) application and proposed project design for the 2015 CHDO certification process and available funding. Habitat proposed to build four new single family homes on NE Monroe Street (lots - 1009, 1015, 1017, 1019, 1021, 1023 and 1025 NE Monroe; properties will be combined, re-subdivided and street addressed). The homes would be new construction, energy star rated and 2-story properties. The properties would be sold to low-income households and mortgage financing would be provided by Habitat.
Habitat identified in their proposal that site control of all the vacant lots identified on NE Monroe was a potential project barrier. Habitat currently owns 1009, 1015 and 1017 NE Monroe and intends to purchase the property at 1025 NE Monroe from the County Trustee. This City Council Request for Action is for the approval of a property donation to Habitat for vacant lots: 1019, 1021 and 1023 NE Monroe (City owned parcels between the Habitat and County Trustee lots).
In a separate City Council Request for Action, City staff will request the approval of $300,000 of HUD HOME funds to Habitat for their proposed CHDO project. If both City Council Requests for Action are approved, Habitat will use the awarded $300,000 of CHDO funds to construct four (4) new, affordable, single-family, owner-occupied homes on the property at 1009, 1015, 1017, 1019, 1021, 1023 and 1025 NE Monroe.
