Communication from the City Manager and the Fire Chief with a request to ADOPT an ORDINANCE Amending the City of Peoria BUDGET for Fiscal Year 2015 Relating to a FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) ASSISTANCE TO FIREFIGHTERS GRANT, in the Amount of $303,182.00.

BACKGROUND: The City of Peoria has been awarded a grant in the amount of $303,182 from the U.S. Department of Homeland Security FEMA for assistance to firefighters. The receipt and use of the grant will require a 10% matching amount from the City of Peoria in the amount of $30,318, bringing the total amount of the grant to $333,500. This grant will be used to purchase necessary computer technology for the Fire Department listed below:
35 Mobile Data Terminals $192,500
Software in Support of Mobile Data Terminals $ 98,000
4 Interactive Whiteboards With Computers $ 43,000
The Mobile Data Terminals will allow access to pre-fire plans and incident locations for the firefighters in real time, and will allow the dispatch of the closest possible fire apparatus, thereby shortening response times. The software will help with incident tracking allowing for better resource allocation and assist the Fire Investigators to more accurately collect evidence for fire cause determination. The Interactive Whiteboards will allow the entire training staff to effectively communicate new information as well as be a benefit to other jurisdictions and agencies that use the Fire Training Academy.
FINANCIAL IMPACT: The Capital Fund revenues and expenditures will increase by $303,182. The matching portion of $30,318 will be provided from reprogramming of a portion of the following projects: CB1551 Computers & Technology 2015 - $10,000; CB1512 Fire Station #12 Upgrade - $8,000; and CB1518 Fire Fleet Recap 2015 - $12,318.
