Communication from the City Manager and Director of Public Works with a Request for the Following:

A. ADOPT an ORDINANCE Amending the City of Peoria 2018-2019 BIENNIAL BUDGET Relating to the Use of the WAREHOUSE DISTRICT TIF Fund Balance for Sidewalk Improvements at 1407 SW ADAMS and 1009 SW WASHINGTON STREET, in the Amount of $70,000.00. (Council District 1)

B. APPROVE the Authorization to EXECUTE a CONSTRUCTION CONTRACT with the Lowest Responsible Bidder for SIDEWALK IMPROVEMENTS (1407 SW ADAMS STREET and 1009 SW WASHINGTON STREET).

BACKGROUND: The sidewalks in front of 1407 SW Adams Street are in disrepair and crumbling. Public Works staff looked at possible solutions to this problem prior to the winter season. Currently, a project that includes replacing approximately 200' of the sidewalk is out for bid with the bid letting scheduled for September 28, 2018.

Since this is a City project, normal procedures would require City Council to award a Contract to the lowest responsible bidder if the work exceeds $15,000. Given the current time of year and allowing for the highest possibility of completing the work this year at the lowest cost, Staff is seeking prior approval for the City Manager to sign a construction Contract, as long as the total cost does not exceed $70,000. The current engineer's estimate for this project is $63,000 so this allows for 10% contingency.

Staff will make sure all of the good faith efforts documentation submitted will be reviewed and approved prior to execution of the Contract. Bid/Award results will be provided to City Council through an Issues Update.

The sidewalk at 1009 SW Washington Street, located in the Warehouse District TIF area, will utilize the Sidewalk Participation Program. Currently, the Sidewalk Participation Program is at capacity for the year. This budget amendment and Contract will allow this work to be completed in 2018.
