BACKGROUND: The City of Peoria issues licenses for both sidewalk vendors (pushcarts and sidewalk stations) as well as mobile food vehicles. During the last two years the City has received limited (or no) applications for these two license categories. These vendors have been noticeably absent in the Downtown Business Area. In 2021 the City took steps to reduce liquor license fees by 50% to assist businesses in their pandemic recovery. A greater fee waiver may be justified for food carts/food trucks given the seasonal nature of their business and current pedestrian traffic numbers in the downtown business district.

The attached ordinance proposes fee waiver for mobile food vehicles and pushcarts/sidewalk vendors for the 2022 calendar year. In addition, it allows mobile food carts to operate on the entire south side of the 300 block of Hamilton (as opposed to just the southwest side) and West side of the 100 block of N.E. Adams.

To date, the City has not yet receive any applications for these types of licenses for 2022 so the passage of this ordinance would not require a fee adjustment to any existing licenses.
