Communication from the City Manager and the Corporation Counsel with a Request to APPROVE the CONTRACT Between the City of Peoria and MUNICIPAL CODE CORPORATION ("MUNICODE") for Analyzing and Printing the Code of the City of Peoria.

BACKGROUND: For a number of years, the City had been utilizing Municipal Code Corporation ("Municode") for publication services of the City's Codes. There is no record to indicate that there was ever a bid process in choosing Municode for the publication services of the City's Code so to ensure that the City was using the most qualified vendor for the lowest cost, the decision was made to open the bid process to code publishers to submit bids to provide code publication services to the City.

An Invitation to Bid to provide the service of code analysis and printing was issued on September 14, 2015 and closed on October 1, 2015. The City solicited proposals from five vendors, of which three responded: Municipal Code Corporation (Municode); Code Publishing; and American Legal Publishing.

Based on the bids, Municode provided the lowest bid for the service and was the highest scorer as scored by three City staff raters which included the City Clerk. In addition, continuing to use Municode for the publication of the City's Code will provide continuity without any disruption in the publication of the City's Code in hard copies and on Municode's website. The City will also benefit from having a formalized contract with Municode which is a three-year contract with 2 one-year extensions.

FINANCIAL IMPACT: None, since the cost of utilizing Municode will be the same as budgeted.

NEIGHBORHOOD CONCERNS: Not applicable.

IMPACT IF APPROVED: The City will benefit from a formalized contract with Municode to provide the City with the service of analyzing and printing the Code of the City of Peoria.
