Communication from the City Manager, Corporation Counsel, and Director of Community Development with a Request to ADOPT an ORDINANCE Placing a 90-Day MORATORIUM on TOBACCO LICENSES in the City of Peoria.

BACKGROUND: At the June 27, 2023, City Council meeting, City staff was asked to bring back a temporary moratorium on tobacco licenses in the City of Peoria. The 90-day moratorium on tobacco licenses will give City staff time to bring back recommendations related to changes of Chapter 18 Article XIV Cigarettes and any other pertinent ordinances in its Municipal Code. City staff will recommend modifications to Chapter 18 Article XIV Cigarettes and any other pertinent ordinances in the Municipal Code that will add additional protections for neighborhoods in the City of Peoria and will prevent the over saturation of stand-alone tobacco establishments in our community.
City staff is meeting to discuss possible ordinance changes and will report back initial recommendations at the August 8, 2023, City Council meeting for City Council to consider.
FINANCIAL IMPACT: N/A
NEIGHBORHOOD CONCERNS: Ensuring proper regulations are in place for tobacco licenses is vital to the health of the City of Peoria.
IMPACT IF APPROVED: A temporary 90-day moratorium will be in place and no tobacco license application received after the date of ordinance adoption will be approved.
IMPACT IF DENIED: Without a moratorium, tobacco licenses can continue to be approved while City staff is exploring ordinance changes.
