Communication from the City Manager and Director of Public Works with a Request to APPROVE a RESOLUTION for SIGNATORY AUTHORITY with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT), for Authorizing the City Manager to Sign Federal-Funding Forms and Electronic Signature Forms on behalf of the City.

BACKGROUND: The Public Works Department is currently managing several projects in partnership with the Illinois Department of Transportation, as approved in the Community Investment Plan. The Illinois Department of Transportation requires the City, as a Local Agency, to have the Mayor sign all State forms that have federal funds connected to them. This includes Phases 1, 2, and 3 engineering agreements and joint funding agreements. Currently, the volume of federal aid projects is quite high and thusly needs half a dozen IDOT forms per project signed by the Mayor. The Illinois Department of Transportation has also begun allowing electronic signatures on select forms and will continue to add more forms to the electronic signature list over the next year.

Several of these above listed agreements must still be authorized by the City Council, such as state motor fuel tax resolutions and MPO/PPUATS agreements under federal aid review.

Staff recommends granting Signatory Authority to the City Manager to more efficiently manage the City's commitments to IDOT.

IDOT permits this Resolution to be enforced for a period not to exceed one year, so Resolutions of this authority to sign may come to Council on an annual basis. Staff can coordinate this on an annual basis.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: More efficient government can be recognized. The day-to-day operation of the City and its Departmental activity is administered by the City Manager.

IMPACT IF DENIED: Dozens of minor agreements will continue to be sent to the Mayor.
