Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Planning & Zoning Commission and Staff to ADOPT an ORDINANCE REZONING Property from a Class R-4 (Single Family Residential) District to a Class P-1 (Parking) District, for the Properties Located at 414 PHELPS STREET and 418 PHELPS STREET (Parcel Identification Nos. 14-35-326-002 and 14-35-326-003), Peoria, Illinois.

BACKGROUND:  Petitioner Pastor Richard Hammonds of Gospel Experience Church is requesting to rezone two parcels to Class P-1 (Parking) District.  The intent is to design a parking lot for use by the place of worship located at 3101 NE Madison Avenue. The parcels have been undeveloped since 2010 and 2017.

 

The Planning & Zoning Commission found that the request, in case PZ 818-2022, met the Findings of Fact and voted 5 to 0 to APPROVE the request.

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission Meeting):  None

                     

IMPACT IF APPROVED:  The property will be rezoned to a Class P-1 (Parking) District.  A parking lot may be developed. A parking lot would need to meet screening/buffering requirements.

 

IMPACT IF DENIED:  The property will not be rezoned and will remain Class R-4 (Single Family Residential) District.
