TITLE
Communication from the City Manager and Director of Community Development with a Request to APPROVE a RESOLUTION Amending the EAST VILLAGE GROWTH CELL (EVGC) TAX INCREMENT FINANCING (TIF) ECONOMIC DEVELOPMENT ADVISORY COMMITTEE CHARTER, to Update Membership Representation After the 2020 Census Redistricting and Modify the Schedule for Regular Meetings.

BACKGROUND:
On September 14, 2010, Council approved resolution 10-436 establishing the East Village Growth Cell (EVGC) Tax Increment Financing Economic Development Advisory Committee and Charter. On November 8, 2011, the Charter was amended to include two additional representatives from the 3rd Council District. On January 22, 2013, the Charter was amended to provide an opportunity for review of City-appointed members, create a policy for unexcused absences, and modify the schedule for regular meetings. On May 12, 2015 the Charter was amended to establish staggered terms for committee members.
The current proposal is to amend the Charter as follows (Attachment A):
1. Revise the purpose statement to clarify the committee's responsibility.
2. Update membership representation and terms to reflect changes from the 2020 census redistricting.
3. Modify regular meetings to semiannual occurrence; and
4. Remove unnecessary reference to committee budget.
Attached to the Council Communication is a report back on the EVGC.

NEIGHBORHOOD CONCERNS: The changes have been discussed with the current committee and there were no objections.
IMPACT IF APPROVED: The Charter will be amended as outlined.
