(Council District 3)

BACKGROUND: Nebraska Avenue is an important east-west corridor through the city. The portion of the roadway from Knoxville to Wisconsin runs through the East Bluff and provides vehicle and pedestrian access to the neighborhood.

The proposed improvements include replacing deteriorated sidewalks and upgrading ADA sidewalk ramps.

Bids for the Nebraska Corridor Upgrade were advertised in the Peoria Journal Star and on the City's website. Bids were opened on June 30, 2021, with two (2) bids received, as follows:

Engineer's Estimate: $440,203.24

Staff recommends increasing the low bidder's contract to $467,000.00 to accommodate a 10% contingency.

The Good Faith Efforts documentation submitted by Knapp Concrete Contractors was reviewed and approved. Knapp will be self-performing most of the work with one subcontractor (not a minority) for sodding.

Engineering for the Nebraska Corridor Upgrade was completed by Infrastructure Engineering, Inc.

FINANCIAL IMPACT: $217,000 will come from the 2021 approved budget intended for improvements to the corridor. In addition, $250,000 in Community Development Block Grant (CDBG) funds were previously approved (Item #21-062 on 3/9/2021) for added sidewalks and ADA ramps for this project. Construction must be complete by September 30, 2021, to utilize the CDBG funds.

NEIGHBORHOOD CONCERNS: Sidewalks and ADA ramps in good condition are a benefit to the neighborhood.
