Communication from the City Manager and Interim Director of Public Works with a Request to APPROVE CONTRACTS to Multiple Vendors for 2019 STREET MAINTENANCE MATERIALS. [All Council Districts]

BACKGROUND: Bids for the 2019 Street Maintenance Materials were received and opened on April 30, 2019. A list of bids recommended for approval is attached to this Communication.

In several cases, as shown on the attachment, contract awards for materials are recommended to more than one firm for the following reasons:

1. The location of the vendor's facility is the determining factor, based on job site location, in order to allow for prompt delivery of the materials.

2. Some vendors do not provide all materials on a regular basis. The selection of multiple vendors provides staff with a supply choice to ensure materials are readily available.

Materials will first be sought from the preferred vendor. If the preferred vendor is unable to fulfill the order, another approved vendor would be utilized. Having approved vendors as backups helps ensure Public Works will be able to obtain the materials needed for street maintenance in a timely manner.

FINANCIAL IMPACT: Funding for these expenditures is provided in the 2019 Operations Budget for Public Improvements: Castings 1013020-50406, Cold Patch Mix 1013020-50408, and Traffic Parts and Supplies 1013041-544.49-04.

NEIGHBORHOOD CONCERNS: Having materials available will allow Public Works Staff to be responsive to requests for street maintenance. It will also allow staff to continue to maintain streets already on the work schedule.

IMPACT IF APPROVED: Important street, storm sewer and alley maintenance activities will continue as scheduled.

IMPACT IF DENIED: Materials will not be available for annual street maintenance, resulting in infrastructure deterioration and additional work later, at additional cost.
