Communication from the City Manager and Director of Public Works with a Request to Approve the Following Regarding Improvements to the RLI INSURANCE COMPANY CAMPUS [Council District 5] (Also refer to Item #15-141, ORD. 17,223):

A. ADOPT an ORDINANCE to VACATE Approximately 487 Feet of LINDBERGH DRIVE North of Bird Boulevard;

B. ACCEPT a DEDICATION DEED from RLI Insurance Company for a Parcel of Land for the Realigned Roadway of LINDBERGH DRIVE and HALE AVENUE.

BACKGROUND: On April 28, 2015 under Item No. #15-141, Council adopted Ordinances rezoning and amending the special use for the RLI Insurance Company campus at Bird Boulevard, Hale Avenue and Lindbergh Drive. To complete the special use amendment, RLI has requested the attached Vacation and Dedication documents be completed.

An overview aerial image showing the subject vacation and dedication is included as Exhibit D.

Additional attachments include the proposed Vacation Ordinance with legal description (Exhibit A), the Street Vacation Plat (Exhibit B), the Dedication Deed, and the Street Dedication Plat (Exhibit C).

RLI Insurance Company has agreed to complete the improvements within 18 months of adoption of the ordinance, including all sidewalk connectivity along Lindbergh Drive and Bird Boulevard.

FINANCIAL IMPACT: N/A

NEIGHBORHOOD CONCERNS: No objections were heard from utilities regarding the vacation. Adjacent properties to the vacation are owned by RLI Insurance Company.

IMPACT IF APPROVED: The vacation and dedication will be recorded by RLI Insurance Company in accordance with the previous agreement and approved campus plan.

IMPACT IF DENIED: City will not be in compliance with the approved campus plan with RLI Insurance Company, which will cause delays.
