Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID (#33-16) of NEWMAN SIGNS, INC., in the Amount of $26,671.60, for the Purchase of Temporary Black Rubber SPEED HUMPS.

BACKGROUND: Each year, Public Works receives citizen complaints concerning traffic speed. The installation of speed humps is one of the methods that Public Works uses to address this concern on residential roadways. Since permanent speed humps require rebuilding the roadway at the speed hump location, they are expensive to install. Additionally, if it is determined that the permanent speed hump is not effective, or desired, it is also expensive to remove.

With this in mind, Public Works solicited bids for 10 temporary rubber speed humps. A temporary speed hump can be installed on a problem street, during the non-winter months. This will have the effect of calming the traffic while allowing Public Works to determine whether a permanent speed hump would be desirable at certain locations. Additionally, temporary speed humps can be useful in lessening traffic impacts on surrounding neighborhoods during long term detour routes for City construction projects.

The Purchasing Division solicited bids for the purchase of ten (10) 24' long x 7' wide x 3" high black rubber Speed Humps for use by Public Works to install for temporary traffic speed reductions.

There were ten (10) bids solicited and three (3) responded. The bid summary is attached.

FINANCIAL IMPACT: Funding for the purchase is provided in Traffic Calming Project RP1608 line item 408-3001-552.36-52.

NEIGHBORHOOD CONCERNS: These traffic control devices would be used to calm neighborhood traffic and lessen the impact of long term traffic detours. Neighborhood input would be used in locations of temporary devices.

IMPACT IF APPROVED: Public Works will be able to purchase temporary speed humps to use for temporary traffic calming measures.
