BACKGROUND: The statutorily created Board of Commissioners is the governing and administrative body of the Peoria Civic Center Authority (PCCA). 70 ILCS 200/205-45. The statute also provides that the Board of Commissioners is made up of 7 voting members who are appointed by the Mayor with approval and consent of the City Council, and serve staggered 5-year terms expiring on July 1st of the fifth year of the term. There are two open seats that are available for appointment or re-appointment this year, two open seats will be available in 2015, one seat will be available in 2016, one seat will be available in 2017, one seat will be available in 2018, and so forth.

In 1987, the City Council approved Ordinance No. 11,705A that added three non-voting members to the Board of Commissioners of the PCCA. These non-voting members each serve a 2-year term and are appointed by the Mayor with consent of the City Council. The non-voting members have the same right to participate in debate and address questions to the administrative staff. Although Ordinance No. 11,705A did not prescribe the make-up of the three non-voting members, the practice has been to have 1 liaison from the City Council; 1 public member; and 1 liaison from the Peoria Area Convention and Visitors Bureau (PACVB).

The amendment to Ordinance No. 11,705A will specifically add two ex-officio members to the Board of Commissioners while still keeping the three non-voting seats. Since these two ex-officio seats are determined by the virtue of the described positions, President of the PACVB and a member of the City Council, they do not need to be appointed and approved by City Council.
