BACKGROUND:  Citizens have requested more time to review the city’s application to the Illinois Department of Natural Resources (IDNR) for the proposed conversion of land for the River Trail project. The timing of the comment period which commenced during the holiday season coupled with the recent area wide power outage make this request reasonable. Additionally, there are a number of documents that are posted to the website as summaries and only available in total through FOIA as of January 6, 2016.  The LWCF Act requires there to be at least a 30 day public written comment period. An extension of the comment period would support the spirit of transparency and public engagement.
