BACKGROUND: Since 2015, the City has had an agreement with Peoria Architectural Salvage and Whiskey City Architectural Salvage to salvage architectural elements from City-owned houses that are slated for demolition. The purpose of these agreements were to enable the recovery and reuse of some elements of structures rather than simply sending the entire structure to the landfill. While this was not fully functional de-construction, the City believed at the time that it was a good introduction to the concept and a reasonable way to test the market.

The past two years of work with Peoria Architectural Salvage and Whiskey City Architectural Salvage have been very successful and has proven that there is a market for salvaged materials. Both companies have retail locations in the Warehouse District. Since the beginning of the salvage programs, approximately 50 houses have been salvaged. The average retail value of salvaged materials is $700 per house.

A request for proposals was released to allow any other salvage related companies an opportunity to submit a proposal to salvage City-owned houses. Three responses in total were submitted. Upon review of the proposals, Peoria Architectural Salvage and Whiskey City Architectural Salvage scored the most points and were selected for the agreement. With Council approval, the City will enter into agreements with Peoria Architectural Salvage and Whiskey City Architectural Salvage for 2017, with an option for the City to extend the agreement through 2018.

FINANCIAL IMPACT: None.

NEIGHBORHOOD CONCERNS: Neighborhood residents will have access to the materials salvaged from the properties.
