Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Advisory Commission on Human Resources and Staff to ADOPT an ORDINANCE Amending CHAPTER 2 of the CODE of the City of Peoria Relating to the ADVISORY COMMISSION ON HUMAN RESOURCES.

BACKGROUND: The Advisory Commission on Human Resources is charged with recommending to the City Council the awarding of federal funding to social services programs in the City. The funding is provided through the Department of Housing and Urban Development (HUD)'s Community Development Block Grant (CDBG). The City of Peoria can choose to dedicate up to 15% of its annual CDBG allocation to "Public Services," which is the term HUD uses for the aforementioned social services programs.

The Advisory Commission on Human Resources is often confused with the traditional meaning of "Human Resources," relating to the hiring, administration, and training of personnel. In order to more accurately reflect the duties of the commission, and to prevent further confusion among the public, the commission moved to change its name to "CDBG Public Services Advisory Commission" at its February 21, 2020 meeting.

Additionally, Article III Division 2 of the Code of the City of Peoria lists duties, formerly performed by the Human Resources Department, that now fall under the jurisdiction of the Community Development Department. As such, it is recommended that these duties be removed from the "Human Resources" heading.

IMPACT IF APPROVED: Chapter 2 of the Code of the City of Peoria will be amended to reflect the proposed new name of the commission ("CDBG Public Services Advisory Commission") and to eliminate the duties that are no longer performed by the Human Resources Department.
