Communication from the City Manager and the Community Development Director with a Request to APPROVE a Two-Year CONTRACT with C LINDSEY SEALCOATING as the primary contractor and JIMAX as the backup contractor to provide BOARD UP SERVICES.

Body
BACKGROUND: Distressed, damaged, and vacant properties are boarded up to protect against further destruction by the elements, provide security, and enhance public safety. Bids were solicited for a two-year contract. The contract will commence on December 9th, 2020.

Knowing that standard plywood board ups can be unsightly, bidders were asked to submit an alternative bid that required them to paint the board a neutral color. These bids came in significantly higher than standard plywood.

Two bids were received.

1. Approach to Project (40 points)
2. Previous Experience (15 points)
3. Minority Business Enterprise/Women Enterprise Participation (5 points)
4. Cost (40 points)

C. Lindsey Sealcoating submitted the following winning bid proposal:

Plywood Window, Door, and Other Openings $3.50/square foot
Painted plywood $4.75/square foot
Please note that this is an increase of $0.75/square foot compared to the contracted awarded in 2017. The Community Development Department budgets approximately $70,000 per year to provide this service. When the Police Department and Fire Department call for the board up contractor to board up properties, that work is also charged to the Community Development Department budget.

Jimax will be used a backup contractor on an as-needed basis only.

FINANCIAL IMPACT: This contract will give the City of Peoria the ability to board up properties in a cost-effective manner by accepting the lowest proposal. Costs are potentially recovered through billing the property owner.

NEIGHBORHOOD CONCERNS: Unsecured properties deteriorate neighborhoods and threaten public safety.
