Communication from the City Manager and the Chief Diversity and Inclusion Officer with a Request to APPROVE the PEORIA EQUITY ACCOUNTABILITY PROGRAM (PeAP), Establish the First City of Peoria M/WBE Certification, and Build a Certified Business Directory for Minority Business Enterprises (MBEs) and/or Women Business Enterprises (WBEs).

BACKGROUND: Minority and women owned businesses have historically and systemically been underrepresented in contracts and subcontracts. While the city of Peoria has focused on efforts to increase minority and women participation particularly in the trades and within the field of construction, the PeAP will actively and intentionally encourage and increase minority and women utilization and participation in every space where an MBE or WBE exists by providing an M/WBE business certification and directory that will be accessible to city departments, vendors with whom we do business, and the public.

FINANCIAL IMPACT: There is no additional cost that will be incurred by the city of Peoria at this time, and because of PeAP, the utilization and increased inclusion of M/WBEs will promote financial growth within our communities. The certification and directory will impose no cost to M/WBE participants.

NEIGHBORHOOD CONCERNS: NONE

IMPACT IF APPROVED: Increased utilization and participation of M/WBEs. Increased visibility and potential for financial growth for M/WBEs. Increased inclusivity and movement towards more equitable access for minorities, women, and our city.

IMPACT IF DENIED: M/WBEs will continue to be underrepresented and excluded from equitable access and utilization and the city of Peoria will forego an opportunity to demonstrate its intention to promote and encourage principles of diversity, equity, and inclusion.
