Communication from the City Manager and Corporation Counsel With a Request to ADOPT an ORDINANCE Amending CHAPTER 15 of the CODE of the City of Peoria Relating to NOISE.

BACKGROUND: Events hosted by businesses in the B1 and C2 Business District promote economic development and a quality of life for residents and patrons. The existing noise ordinance did not allow for C2 Districts to host musical event past 10:00 p.m. The revised ordinance will clarify that both B1 (Central Business District) and C2 (Large Scale Commercial District) will be allowed to host musical events until 11:00 p.m; however, in C2 Districts, musical events may only occur on Friday and Saturday nights until 11:00 p.m. and that music cannot be played if there are residential structures within 100 feet of where the music is being played.
FINANCIAL IMPACT: Potential increased revenue and sales tax if approved.
NEIGHBORHOOD CONCERNS: Neighbors around C2 area requested Fridays and Saturdays only and a 100 foot distance from residential structures. These requests were incorporated in the Ordinance.
IMPACT IF APPROVED: Local businesses may host, in B1 and C2, musical events until 11:00 p.m.
IMPACT IF DENIED: Status quo.
