Communication from the City Manager and Community Development Director with a Request to Award a CONTRACT for RESIDENTIAL DEMOLITION, BID NO. 09-14 to JIMAX, in the Amount of $84,031.51.

BACKGROUND: Bids were solicited for the demolition of 12 residential properties (including garages) which have been deemed dangerous, abandoned, or unsafe. The list of properties includes: 811 NE Madison, 914 NE Monroe, 1118 NE Monroe, 704/706 Morton, 1215 NE Perry, 508 Morton, 900 E Nebraska, 211/215 E Thrush, 1210 N Ellis, 1628 N New York, 2201 N Delaware, and 901 E Behrends. Properties were included if they were either ineligible for CDBG funding or located in the targeted Attorney General Grant area. Demolitions in other areas of the City will continue to occur under the terms of the Residential Demolition contract that expires on March 31st, 2014.

The Purchasing Division received four (4) bid responses. The contract indicated the City would also take into consideration the time line in which the demolitions would occur.

JIMAX - $84,031.51 - 9 Weeks
River City Construction - $129,690 - 4 to 6 Weeks
CDO Trucking - $133,900 - 8.5 Weeks
Iron Hustler - $305,890 - 8.5 Weeks

While JIMAX had the longest timeframe, staff feels comfortable with the timeframe established in relationship with the cost proposed.

FINANCIAL IMPACT: Funding is available in account #101-1915-507.36-20 for the demolition of 7 properties not eligible for CDBG funding in the amount of $54,791.68. CDBG funding is available for the demolition of 5 properties in the Attorney Generals Grant target area in the amount of $29,239.83.

NEIGHBORHOOD CONCERNS: The removal of dangerous and unsightly buildings will have a positive impact on neighborhoods.

IMPACT IF APPROVED: The City will have the ability to increase the time line in which the properties listed above will be demolished.
