BACKGROUND: Under Item #15-376, City Council approved the 2016-2017 Biennial Budget tax levies to fund road and bridge repairs. The funds generated from this levy have gone toward several road projects in the City limits during 2016. Delmar Court was in the final round of these residential roadway reconstruction projects.
The Public Works Department investigated pavement condition for City streets and assigned Pavement Condition Index (PCI) ratings. Delmar Court, between Hudson Street southerly to the dead end, was rated 39 on the index. Pavement preservation is recommended for PCI 70 and above. Therefore, complete reconstruction is recommended for Delmar Court.
The Public Works Department is implementing pavement thickness standards to the infrastructure improvements along Delmar Court as proposed in the Manual of Practice. Additionally, Illinois American Water Company (IAWC) proposed to reconstruct the water main on this roadway and replace the existing lead-serviced water main with a non-lead, modern main and services. Their project was begun by IAWC's contractor in late August. Public Works is coordinating replacement of this low-index rated roadway with replacement of the underlying water main.
The Delmar Court Reconstruction Project was advertised and bids were opened on August 31, 2016 with four base bids and alternate bids received as follows:
