BACKGROUND: The 2014 Comprehensive Improvement Program provides for the purchase of thermal imaging cameras for the Peoria Fire Department.

The Purchasing Department solicited bids for the thermal imaging cameras. The bids specifications were manufacturer and model specific based on tests and evaluations by the members of the Peoria Fire Department Spec Committee. Substitutions were allowed and reviewed. Six (6) bids were issued and there were four (4) responses, one (1) of which did not meet the specifications.

The bids issued were for five (5) thermal imaging cameras; however, the 2014 CIP will only cover the purchase price of four (4) thermal imaging cameras. The purchase price of four (4) thermal imaging cameras from Illinois Fire Store is $31,476.00. Illinois Fire Store's bid includes a five (5) year warranty covering the entire camera and free batteries for the life of the warranty.

FINANCIAL IMPACT: The financial impact would be the utilization of $31,476.00 from funds in the Comprehensive Improvement Program account number 401-2201-550-54.99 (CB1442).

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: The Fire Department will be equipped with reliable thermal imaging cameras that are crucial for the safety of the firefighters and the citizens they are trying to rescue. These cameras allow firefighters to essentially "see through smoke" and behind walls to quickly extinguish fires and aid in rescues.
