Communication from the Chief of Police with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT between PEORIA PUBLIC SCHOOLS DISTRICT 150 and the City of Peoria, to Employ and Compensate the District's Off Duty Campus Safety Employees During Special Events in the City, at their Current Overtime Wage Rate.

BACKGROUND:

The uptick in youth violence/ crime and its effect on the City of Peoria, has led us to reimagine how we can proactively work together to create direct cause solutions. Both leaderships of the Peoria Police Department and Peoria Public Schools Safety met to discuss a joint effort to curb youth violence and interrupt it before it happens. By focusing on a city-wide proactive approach specific to areas where youth frequent outside of the school day. The partnership will allow Peoria Public Safety officers to partner with Peoria Police on patrol Friday and Saturday nights as well as on special occasions and events throughout the year. The Peoria Public Schools team shall report to roll calls at 1045 PM to be briefed alongside PPD officers to assist and compliment PPD officers in designated areas to prevent youth involved incidents.
Areas such as:
* Downtown Peoria bar areas
* 4th of July riverfront
* Landmark Lot
* Walmart Lot
* Northwoods Mall/ Lot
* Any areas large groups of youth frequent or have negative incidents
* Neighborhood Patrols
Our goal is to:
* Proactively curb youth violence
* Supplement shortage needs with Peoria Police in being proactive with youth crime
* Putting familiar officers in spaces with youth outside of school
* Assist in curfew enforcement
* Curb in school incidents that start outside unaddressed
* Direct root cause solutions to meet youths and families where they are for targeted interventions
* Direct collaboration between PPD and PPS om information sharing to stay ahead of and stop potential youth violence
