APPOINTMENT by Mayor Jim Ardis of Replacement of AT-LARGE COUNCIL MEMBER to Fill the Vacancy in that Position.

BACKGROUND: Sections 65 ILCS 5/5-2-18.7 and 65 ILCS 5/5-2-12(g) provide that the City Council is to appoint a person to serve the vacancy created in the position of At-Large Council Member by the resignation of former Councilman Ryan Spain. It is my recommendation that the Council appoint Timothy J. Newlin of Peoria, Illinois to serve as an At-Large Council Member for the balance of the unexpired At-Large term. A short biography of Mr. Newlin is attached.

NEIGHBORHOOD CONCERNS: Not applicable.
IMPACT IF APPROVED: The Council will have full membership.
IMPACT IF DENIED: The Council will not have full membership.
ALTERNATIVES: The Council could appoint a different citizen to serve in this capacity.
