Title
Communication from the City Manager and Fire Chief to Approve the SOLE SOURCE PURCHASE of a Replacement Activation System for the OUTDOOR WARNING SYSTEM, in the Amount of $72,640.00, from RAGAN COMMUNICATIONS.

Body
BACKGROUND: The activation system for the Outdoor Warning System is the control system for activation of outdoor warning sirens for the City and County of Peoria. In 2007, the City and County of Peoria jointly purchased a system that controls the 19 sirens in the City of Peoria and the 85 sirens outside the City of Peoria. The activation system not only activates the sirens for a tornado warning or national incident, but performs a daily check on the sirens to ensure they are ready for activation. The present system is in need of upgrade due to its age and reliability concerns. The new activation system is capable of automatically sounding specific sirens based on the tornado warning location as issued by the National Weather Service. The purchase is sole source as the security features for siren testing are proprietary by the siren manufacturer.

FINANCIAL IMPACT: Peoria County will reimburse the City of Peoria for half the cost of the system which will result in a final cost to the City of Peoria of $ 36,320.00. Funds for this purchase will be used from CIP 401-8401-551.53-14 Project Number: CB1450

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: The City will have an upgraded outdoor warning system activation system that is reliable.
