Communication from the City Manager and Corporation Counsel with a Request to APPROVE the Transfer of the ITV-3 CABLE FRANCHISE to COUNTRYWIDE BROADBAND.

BACKGROUND: On November 11, 2014, Council approved the grant of a cable franchise to ITV-3, and a franchise agreement was executed between the City and ITV-3. Subsequently, ITV-3 has given notice to the City of its desire to be acquired by Countrywide Broadband, and thus, it seeks City Council approval of a transfer of its cable franchise to Countrywide.
FINANCIAL IMPACT: The City will continue to receive franchise fees of 5% of the Grantee’s (ITV-3) Gross Revenues, and a 1% P.E.G. fee (which may only be used for capital expenditures relating to P.E.G. operations).
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: There will continue to be more than one cable television provider serving the Peoria community, and said service will continue to grow and provide competition that benefit Peoria consumers.
IMPACT IF DENIED: There will only be one cable provider (Comcast) in the City of Peoria.
