Communication from the City Manager and Director of Community Development with a Request to ADOPT an ORDINANCE Renaming Portion of W. GLADSTONE PLACE to W. PENDLETON PLACE, Peoria, Illinois. (Council District 4)

BACKGROUND: A recent address request for an undeveloped lot revealed a problem with addressing for a portion of W Gladstone Place and W Pendleton Place, located in the Heathers Subdivision.
Currently, both east-west facing roads converge into one at mid-block, at the west end of the subdivision. See Current W Pendleton Place Map. Standard addressing procedure increases address numbers from east to west with even numbers on the south side and odd numbers of the north side of a street.
With the convergence of Gladstone and Pendleton as currently named, address numbers will be similar and have even and odd numbered houses on the same side of the street. This creates confusion for the public and emergency responders.
The proposed street name change extends W Pendleton Place northward as shown on the attached Updated W Pendleton Place map. This change affects undeveloped and yet to be addressed parcels only. This change does not affect existing developed lots already addressed.
FINANCIAL IMPACT: N/A
NEIGHBORHOOD CONCERNS: Notices were mailed to neighbors on both streets. No concerns or objections were received by City staff.
IMPACT IF APPROVED: A portion of W Gladstone Place will be renamed to W Pendleton Place to correct address numbering and reduce confusion.
IMPACT IF DENIED: Street names of W Gladstone Place and W Pendleton Place will remain as currently named.
