Communication from the City Manager and Director of Community Development with a Request to APPROVE the Funding Recommendations from the CDBG Public Services Advisory Commission for the 2022 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC SERVICES FUNDING, in the Amount of $278,100.00.

BACKGROUND: As approved by City Council on June 8th, 2021 (Item # 21-152), the CDBG Public Services Advisory Commission reviewed the 2022 Community Development Block Grant (CDBG) public services applications. 25 applications were received, requesting over $1,000,000. Applications were received in the following priority funding areas adopted by Council:
* Child Care Services
* Employment Training
* Food Banks
* Health Services
* Mental Health Services
* Services for Abused and Neglected Children
* Services for Victims of Domestic Violence, Dating Violence, Sexual Assault, or Stalking
* Youth Services
Members of the CDBG Public Services Advisory Commission reviewed and evaluated all eligible applications. They had the opportunity to ask follow-up questions via email, and all commissioners received these questions as well as the agencies' responses. At the October 15th Commission meeting, the average scores were presented to the Commission along with
some funding options as a starting point for discussion. After a detailed discussion, the Commission decided to fund 16 of the 25 applications. The applications were ranked in order of their evaluation scores. The top three applications received 50% of their requested funding plus an additional $1,200. The next three applications received 45% of their funding request. The next ten applications received 40% of their funding request. The Commission set a minimum award amount of $12,000 per program.
