BACKGROUND:
The City of Peoria's Mayor, City Council Members and Administrative Staff (the Team) recognized the need to reevaluate the strategic planning and budgeting processes. So, the City has worked to shift our planning and budgeting model towards a Budgeting for Outcomes model - achieving greater accountability, transparency, and shifting the focus of investment on achieving strategic outcomes.

In this new strategic conversation, six (6) key outcomes areas, were identified, evaluated and ranked for financial prioritization in the budget process.

* Arts, Culture, and Lifelong Learning
* Economic Opportunity and Neighborhood Livability
* Environmental Health
* Good Government
* Infrastructure and Mobility
* Public Safety

The process included individual interview, group discussions, clarity on top challenges and how we would measure improvement and success. Through these discussions we identified that the results of the process needed to: address the opportunity to improve strategic and operational measurements and communication; respond to budget and resource constraints; and clarify alignment between investments and results.


FINANCIAL IMPACT: Staff worked to align the strategic outcomes with the 2020/2021 Biennial Budget.

NEIGHBORHOOD CONCERNS: Implementing the Strategic Plan will improve neighborhood livability.

IMPACT IF APPROVED: Adopting the strategy document will improve staff ability to confidently prioritize the choices they face daily and the strategic trade-offs that will emerge over the course of the next two years.

IMPACT IF DENIED: We will not have aligned guidance for strategic administrative / staff decisions and trade-offs.
