Communication from the City Manager and Corporation Counsel with a Request to REPEAL an ORDINANCE pertaining to Panhandling Section 20-110.

BACKGROUND: On August 17, 2018, the Federal Court for the Central District of Illinois decided Norton v. City of Springfield, 2018 WL 3964800 (C.D.Il.2018). In the Norton decision, the Central District held that there can be no express prohibition on “panhandling” since to do so could violate First Amendment protections. Therefore, in order to comply with this recent ruling, the City will strike Section 20-110 in its entirety from its Municipal Code.
