BACKGROUND: The changes to Building Permit fees that were adopted by the City Council as part of the 2016-2017 budget included a standard plan review fee for both residential and commercial projects.  The intent was to replace the existing zoning review fee with the new plan review fee.  However, as changes to the Zoning Ordinance require a public hearing before the Planning & Zoning Commission before being brought to Council for approval, these changes were not processed prior to the end of 2015.  As such, the administration is requesting that the Council authorize a moratorium on fees for Zoning Certificates for Site Plan Review Board and Zoning Certificates issued under the authority of the Zoning Administrator related to residential construction.

 

 

FINANCIAL IMPACT: Neutral - the Plan Review fees replace the Zoning fees

IMPACT IF APPROVED:  Certain Zoning Certificate fees will no longer be charged.  City Staff will bring specific ordinance amendments to the Council for formal approval.

 

IMPACT IF DENIED:   Customers will be effectively double charged.
