BACKGROUND:  The 2019 Revised Budget process took several months and resulted in a budget that was adopted in early December of 2018.  The budget focused on closing the gap between available revenues and planned expenses.  The budget was adopted on December 4, 2019.

 

With a new Council seated, staff would like to discuss a budget calendar for the 2020-2021 Biennial Budget that incorporates the Council strategic planning efforts with a Budgeting for Outcomes approach.  Budgeting for Outcomes is a budgeting system driven by strategic goals and performance towards those goals.  The purpose is to align the services delivered by the City with the results most important to the Council and community.

 

Staff has also prepared an extensive citizen engagement strategy, and it will be included in the discussion.  Staff would also propose to conclude the budget deliberations by the end of October 2019.

 

FINANCIAL IMPACT:  The budget adopted for 2019 was $203.8 million.  The process will result in a new spending plan for the City.

 

NEIGHBORHOOD CONCERNS:  How the city establishes a spending plan is a major concern for all neighborhoods.  The citizen engagement process will help to facilitate their input.
