BACKGROUND: The Nebraska Bridge, which spans the Dry Run Creek, is an aging structure along an arterial roadway. This structure was constructed in 1938 and was renovated in the 1970s. The bridge is currently load rated 12 tons. The bridge has a sufficiency rating of 13.6 (out of 100), which makes it eligible for the State Highway Bridge Replacement Program (HBRRP). A request was made through Peoria County for this Program. Through the HBRR Program, during IDOT's fiscal year 2015 (July 2014-June 2015), this project will receive $640,000, which is 80% of the estimated construction costs. The 20% local share of $160,000 for construction and all engineering and acquisition costs will be funded by the City of Peoria.

Design has been completed and the project is scheduled for the January 2015 IDOT letting.

FINANCIAL IMPACT: The project, including the HBRRP Funding, was included in the 2014 and the 2015 Budget. The City's share as the Local Agency under the Agreement is $160,000.

NEIGHBORHOOD CONCERNS: Safe roads and bridges are an asset to everyone. The Nebraska Avenue Bridge has a very poor sufficiency rating and should be replaced at an early date.

IMPACT IF APPROVED: The project would receive HBRRP funding, would be included on the January 2015 IDOT letting, and the Nebraska Avenue Bridge Replacement Project would be constructed in 2015.

IMPACT IF DENIED: The City could potentially lose the HBRRP funding, the project would not be included on the January 2015 IDOT letting, and the Nebraska Avenue Bridge Replacement Project would be not be constructed....
